Issue :
For some reason you are unable to use port 2082/2083 but you need to access the cPanel.
Fix :
This procedure will allow you to access cPanel using port 80 (http)

1. Create a subdomain cpanel.domain.com
2. cd /home/user/public_html/cpanel/
3. wget http://downloads.sourceforge.net/cpanelproxy/cPanelProxy.zip?modtime=1088234049&big_mirror=0
4. unzip cPanelProxy.zip
5. Make sure that the files cpanelproxy.php, .htaccess and php.ini are there inside /home/user/public_html/cpanel/
Now you should be able to access the cPanel as cpanel.domain.com ( i.e through port 80 instead of port 2082)
